• If an ESS has a Generator Interconnection Agreement (GIA) and was not studied to store energy from the Transmission System during the Generation Interconnection process or has executed a System Impact Study (SIS) Agreement and has not yet been studied to store energy from the Transmission System, this capability can be studied.
• If the ESS SIS identifies any additions or upgrades, Idaho Power will offer an ESS facility study agreement (FSA) to the IC simultaneously with the ESS SIS report.
  • This will be an additional 90-calendar-day study.

• The LOS will be re-evaluated biannually or as necessary.

• If a Party plans to undertake a modification that reasonably may be expected to affect the other Party’s facilities, that Party shall provide to the other Party sufficient information regarding such modification so that the other Party may evaluate the potential impact of such modification prior to commencement of the work.
• IC shall provide the relevant drawings, plans, and specifications to the other Party at least 90 calendar days in advance of the commencement of the work.
• A modification that has a material impact on the cost or timing of any Interconnection Request with a later queue priority date.

• Section 4.4.6 of the Large Generation Interconnection Procedures (LGIP)
• Idaho Power shall evaluate whether the technological advancement is a Material Modification or whether further study is necessary to complete the analysis of whether the technological advancement is a Material Modification.
• Should further studies be required, Idaho Power’s studies may include any appropriate studies deemed necessary to determine whether the technological advancement results in electrical performance that is equal to or better than the electrical performance expected prior to the technology change, and whether such technological advancement causes any reliability concerns.
• If determined that the change is a Permissible Technological Advancement, the change shall be incorporated without the loss of IC’s queue position.
• If determined that Idaho Power cannot accommodate the proposed technological advancement without triggering the Material Modification provision of the LGIP, Idaho Power will tender a report with the results of the studies that were completed and an explanation of why the technological advancement is deemed a Material Modification.
• Once notified, IC may choose whether to abandon the proposed modification or withdraw the Interconnection Request and proceed with the modification by submitting a new Interconnection Request in a subsequent Cluster Request Window.
